When the Prime Minister's plane goes missing, Deputy Prime Minister Tom Dawkins is left to pick up the pieces amidst a public scandal involving a deadly explosion. While dealing with the crisis, Tom receives growing pressure to run as replacement PM.

Amidst the threat of nationwide chaos and impending war, Tom gives the chemical company an ultimatum by freezing their assets. Later, some unseemly details of Tom's military past are brought to light by journalist Ellis Kane.
After his colleagues become aware of his past, Tom is forced to contemplate the best way of addressing the matter in public. Matters are complicated after more details about the plane crash emerge. With the government considering taking action, the country waits on Tom to make a final judgment.
